1. What Plugipay is
Plugipay is a payment orchestration and subscription billing service operated by PT Forjio Teknologi Indonesia ("Forjio", "we", "us"). Plugipay routes payment transactions through third-party payment gateways (Xendit, PayPal) on your behalf. It manages subscriptions, invoices, and a double-entry financial ledger.
Plugipay is not a payment gateway, and not a Merchant of Record. We do not hold merchant funds, take on tax liability, file VAT, or take on your acquirer contract. You are the merchant. You keep the customer relationship. We are the infrastructure layer between you and the gateway.
2. Eligibility
To use Plugipay, you must:
- Be at least 18 years old and capable of forming a binding contract
- Have a valid Huudis account (Plugipay uses Huudis for identity and access management)
- Be operating a legitimate business — not using Plugipay for personal consumer payments
- Agree to the payment gateway terms of Xendit and/or PayPal, as applicable
- Comply with all applicable Indonesian laws and regulations
Plugipay is currently available to merchants in Indonesia and select Southeast Asian markets. Availability in additional jurisdictions will be announced via the changelog.
3. Merchant responsibilities
As the merchant using Plugipay, you are responsible for:
- Tax compliance. Collecting, reporting, and remitting all applicable taxes (PPN, income tax, etc.) on your transactions. Plugipay provides PPN line items on invoices for convenience — this is not tax advice or tax filing.
- Customer disputes. Handling chargebacks, refund disputes, and customer complaints. Plugipay provides refund tooling; dispute resolution is between you and your customer (and ultimately, your gateway).
- Regulatory compliance. Operating your business in compliance with applicable laws — including OJK regulations for financial services, consumer protection laws, and data protection obligations under UU PDP.
- Gateway agreements. Complying with Xendit's and PayPal's acceptable use policies. Violations of gateway policies may result in your gateway account being terminated, which would interrupt Plugipay's ability to process payments for you.
- Accurate customer data. Ensuring that customer information you submit to Plugipay is accurate and that you have the right to process it.
4. Acceptable use
You may not use Plugipay to process payments for:
- Illegal goods or services under Indonesian law
- Gambling, adult content, or regulated financial services without proper licensing
- Sanctioned entities or jurisdictions under applicable sanctions programs
- Fraudulent transactions or money laundering
- Multi-level marketing schemes or pyramid schemes
We reserve the right to suspend or terminate accounts we determine are being used for prohibited purposes, without prior notice where immediate suspension is necessary to prevent harm.
5. Service tiers and billing
Plugipay is offered on four tiers. Current pricing is published at plugipay.com/pricing.

The platform fee applies to gateway volume (the total amount routed through Xendit or PayPal). It does not apply to the gateway's own fee. We do not mark up the gateway fee.
Starter accounts that exceed Rp 20M GMV in a calendar month will have new CheckoutSession creation blocked. Existing subscriptions continue uninterrupted. Overage on Growth/Scale is billed in the following cycle via Plugipay's own invoice.
We will provide 30 days' notice before increasing prices on paid tiers.
6. Payment gateway pass-through
Plugipay routes your transactions through Xendit and/or PayPal. Gateway fees (charged by Xendit and PayPal) are separate from Plugipay's platform fee and are governed by your agreements with those gateways.
Plugipay is not responsible for gateway downtime, gateway-imposed payment method restrictions, or gateway-imposed refund limitations (for example, Xendit's documented restriction on partial refunds for certain virtual account banks). We document known gateway limitations in our help docs and surface errors clearly when they occur.
PayPal transactions settle in USD. Currency conversion between IDR and USD is handled by your PayPal merchant account, not by Plugipay.
7. Service availability
Plugipay targets high availability but does not guarantee specific uptime SLAs on Starter and Growth tiers. Webhook SLA (99.9% delivery within 5 minutes) is available on Scale and Enterprise tiers.
Our status page at status.plugipay.com is public and real-time. Post-mortems for significant incidents are published there.
8. Termination
By you: You may terminate your Plugipay account at any time from the dashboard (Settings → Account → Close account). Termination takes effect at the end of your current billing period for paid tiers. Active subscriptions will be canceled. You retain access to your data export for 90 days after termination.
By us: We may suspend or terminate your account with 30 days' written notice for convenience, or immediately if you materially breach these terms (including prohibited use, non-payment, or gateway policy violations). We will not terminate accounts arbitrarily — but we have the right to do so where necessary to protect the platform.
After account termination, we retain transaction and financial records for 7 years as required by Indonesian financial law. You may request a data export before termination.
9. Limitation of liability
Plugipay is infrastructure. We are not liable for:
- Payment failures caused by gateway downtime (Xendit, PayPal)
- Your customers' financial decisions, chargebacks, or disputes
- Tax liabilities arising from your transactions
- Losses resulting from unauthorized access to your account credentials
- Indirect, consequential, or punitive damages of any kind
Our aggregate liability to you for any claim arising from Plugipay's services is limited to the amount you paid us in the 3 months preceding the claim. This limitation applies to the maximum extent permitted under Indonesian law.
10. Intellectual property
Plugipay and its APIs, CLI, SDK, and dashboard are owned by PT Forjio Teknologi Indonesia. We grant you a limited, non-exclusive, non-transferable license to use the service for your business during your subscription term.
You retain ownership of your data — transaction records, customer data, and ledger entries. We do not claim any rights over the data you process through Plugipay.
11. Changes to these terms
We will provide 30 days' notice of material changes to these terms by email (to your registered address). Changes that benefit you (added features, reduced prices) may take effect immediately with notice. Continued use of Plugipay after the effective date of changes constitutes acceptance. If you disagree with changes, you may terminate your account before the effective date.
12. Governing law and disputes
These terms are governed by the laws of the Republic of Indonesia. Disputes arising from these terms or from your use of Plugipay shall first be resolved through good-faith negotiation. If negotiation fails within 30 days, disputes shall be submitted to the competent courts in Jakarta, Indonesia.
